So I have seen that kawasaki do a version of the z800 that's 47hp. So on the limit for the a2 license. I read that this is basically a z800 with an ecu to bring it down to 47hp. Is that case? And if so then could you change the ecu to a normal z800 one and then have the full power?

Yes, my understanding was that Kawasaki usually keep your full power ECU until you swap it back.

Oh yea the normal one puts out 111 that's too much for a2 restriction so does that mean the z800e is literally a 47hp z800?

No the z800e is a 94hp z800, making it fall into a restrictable list that allows you to half the power to meet the a2 licence.
