Do some connect to the electrics and have a brake light or are they just reflectors, how much would I be expected to buy one for please

givi do an option to change the red rear reflectors on some of their boxes into an additional brake light, was about £35 but never known anyone to request it

Some, more expensive ones do have lights or light kits you can add. Most though just have a reflective strip.

Cost? Piece of string job. Depends on how big and what make and what fittings you need to attach it to the bike.
Cheap ones start at about £20 for something you might just about squeeze an open face lid in, and go up from there; a decent sized 36 or 44l top box should fit a full face lid and maybe a bit more. Expect to pay about £50 for a reasonable one with a mounting plate. You'll then need to buy a rack to fit your scooter that you can bolt the mounting plate to; that can be the tricky bit; if the manufacurer makes one, it'll probably be none too cheap; as in over £100. After-Market ones you might be lucky and get away with closer to £50, but they tend to be around £80'ish and up for a model specific rack from some-one like rentec. If you cant get one for your model of machine, then its down to what you can do with a 'universal' rack or mounting kit, and your own inginuity, a hack-saw and whatever bits of metal you can find to hack and drill to suit.
