A Vera weighs the same as a small car. If restricted to 47hp it would easily be lower than the max power to weight ratio

Depends how you ride it, I can get anything from 2 miles per litre to 24 miles, average about 11 miles. Did the BBQ to Wales two up fully loaded (I mean FULLY loaded) and got 10.4 miles per litre there and back.
