Sorry for another question on this but looking on

Has confused the fuck out of me.

My brother in law is 29 and has a CBT (just bought a CBR 125) with a view to doing his full test some time in the future.

Have they done away with adding restrictors to 600's now?

Hi

On CBT the limit is 11kW (which is just short of 15hp).

Limits for those who have passed their test vary, but at 29 he can avoid any restrictions there

Aye. If you can read and understand the licensing requirements you are probably bright enough to hack the DVLA computers and give yourself a license.

also is no more than 125cc - no restricting 250s to 15bhp. if thats a thing.

If you are over 24 years old, you can take your CBT on any size or power bike (as long as the instructor is qualified for the on-road section) but once you have your CBT, you can't ride anything bigger than 125cc (11Kw max output).
