Choke on splutter

After finally (i think) getting my rot box on the road, i have noticed something odd

from cold an no choke the bike will struggle to start, an if it does start it wont idle - this is normal (isnt it)

so stick choke on half, bike idles rough at around 3k revs.... any more choke an it runs even worse. With the choke on half an riding along the bike feels like its missing

after a few miles i can knock the choke off an the bike idles A-OK at 1 - 1.5k

i haven't pulled the plugs out yet, but im guessing i have set the air mix screw so its rich, an putting the choke on makes it mega rich an the bike doesn't like it?

that make sense?

Mine doesn't like 100% choke - or at least 100% of the cable movement.

I get the choke lever to maybe 75% of the movement and let it run for 30 seconds then it will idle fine with no choke.
