Can be solenoid too weak?

Is it possible? I mean when I hook it off from power valve, it works, it pulls cable when i rev more then 8000 and before 2000, but when i hook powervalve it just jerks, like trying to open valve but can't do it. I cleaned and lubed blade. Can it be spoilt so not enough strong to pull valve? Confused

The housing could be warped, it can happen on older bikes due to long term heat, and also it can happen if someone has been heavy handed with the spanners. Or if the actuator is a brushed stepper motor, the brushes could need replacing. The cables may need oiling as well (always a good idea anyway) as the total drag could be just too much. Can you rotate the valve by hand?

Yeah I can, but its not so easy, though. Should it be very easy? How do i clean place where powervalve is plugged? What lubricants to use? Last time I used 2T oil, but i guess its burnt out, right?

a wire brush and a copper pipe scraper are the best things I can think of for the cleaning. For lubrication use high melting point grease like copperslip.
