Both sides of each coil go to the CDI unit, so don't expect a true reading from a volt-meter.
You can test the coils off the bike with an Ohm-meter or with 12V DC, but your problem is most likely to be with the CDI unit. ____________________ Honda Varadero XL125(V8)

Neither of the terminals on the coils go directly to earth, but disconnect the wires from the coils and test both coils with an ohm-meter. ____________________ Honda Varadero XL125(V8)

3 possibilities - faulty coils, faulty CDI, or faulty sensors (assuming all the wiring, HT leads and plugs are good).
It is easy to test the coils, by disconnecting the wires from the CDI unit, and checking the readings with an ohm-meter.
When coils fail they usually fail open-circuit, and this is easy to see with an ohm-meter set to a low range.
You can also test them by disconnecting the wires from the CDI unit and connecting 12v DC across the coil. You should get a spark at the plug when you disconnect one of the wires.
Testing the sensors and CDI unit is not so easy, but most of the CDI's I have worked on, do not put a voltage out to the coils if the engine is not turning.
Best method is substitution with a known good unit from a working bike, as replacing it with one off eBay - or even a brand-new one from a dealer - doesn't guarantee it is any better than the one you already have. ____________________ Honda Varadero XL125(V8)
