stupidly parked car, what do?

first of all this is for my mum not me so may have to bear with me a bit also may be a tef sized post

at the end of my mums road there is a car that has been parked up since at least june as the owner doesn't use it anymore

the car has tax mot and insurance I have checked
mot up june next year insurance april and just been retaxed for a year

problem is where it is parked as it is right on the corner of a junction

I have added my bestest paint diagram for now but can add pics tomorrow if required

you cant see what is coming up the road as you try to pull out from her road this causes a lot of people problems who live up her road,
if it was a normal car it wouldn't be too bad but its a Peugeot partner sized people carrier and is on the curb so as you get to the end of the road all you can see is the back end of this car
there is a van the other way but that is gone all day and only there at night
she has had a word with the owner but he wont move it as he isn't fit to drive at moment also if he does someone else may park there blocking his wife from getting onto her drive (been driving twenty years and still wont turn right across traffic)

so how can mum get this car moved

police ? council? highways?

or other

problem was caused in june as a block of garages were knocked down to build houses by housing association and most people rented one so now have to park extra cars in the road

Steal an identical vehicle and hide it. Wait 1 week and put the stolen vehicle's plates on this one. Call the police saying it was dumped there.

Return stolen vehicle leave 2 tickets to the opera on the passenger seat with a note claiming your wife was pregnant and you had to get to the hospital. While they are out at the opera, burgle their house...

This is exactly the situation I have faced when trying to pull out of the end of my road for the last 5 years (and its the only way in and out).

You just have to be careful, its not going to change - they move the people carrier and somebody else parks something else there.

They'll normally require evidence of abandonment. The (illegal) missing number plate should suffice, although if one or more tyres had their air liberated as well, that might help.

I'd leave a passive-agressive note under the windscreen. That usually works.

If it doesn't, why not fire off an angry letter to the local newspaper. Can't fail to get a result.

Pick your battles.

It's a road legal car parked on a public road. Reporting it to the council or plod as abandoned that happens is plod or a man from the council won't achieve anything as it's not abandoned.

urmum certainly certainly shouldn't go and park a number of cars right in front of their house and leave them there for ages.

I doubt it as you see parking like that in every single new build estate across the country.

Everyone else manages to negotiate the junctions despite the poorly parked cars.

I'd attempt to use rule 243 as people have already mentioned. Be prepared for collateral damage though. They wont only ticket/move the car you're targeting. Mum wont be very popular if it's already common knowledge that she's not happy with the parking.

Mum does manage to get out but shouldn't have to struggle to get out of a road she lived in for 40 years

Any other car would probably be OK but the way it is all you can see is the side of the car
Even if they turn it round it wouldn't be as bad

Will take my camera in car tomorrow to show exactly what it's like


To be fair for most of the years she lived there nobody else has parked right on this corner
