Would I be right in thinking that if both bikes are restricted to 35 kW that the CB500 will have better acceleration and higher top speed due its lower weight?

At anything above about 50 mph, the limiting factor is air resistance, not weight, so the most aerodynamically efficient bike would be faster.

Acceleration in the lower gears would be fasterer on the lighter bike though

Gearing is more likely to be a factor than weight - but you can change that.

Depends how long you'll realistically have it restricted, but there's rarely a good reason to buy a bandit.

If you're around town, go for the parallel twin. They are great away from the lights anyway with their torquey pulses rather than the inline-four. I expect they suffer less from the restriction too.
