Would be nice if it had 1080p video as well but not a necessity.

Canon s110 (s120 might just be in budget) if you want a compact. both have full manual control taking photos and record video in 1080p, think the 120 can do 60fps which is useful for slowmo.

Could probably get some sort of low end bridge camera if you're looking for more range but they are a lot more bulky then s110/s120 which are really tiny even for a compact.
