You're going to need lots of luck and a lot of cash!
I've been looking at replacing wheels myself.
Secondhand wheels/rims are going to set you back, at least, £50 - £60 per wheel, on Egay, if you're lucky?
The other solutions are:-
Have new wheels built, they're going to set you back at lot of cash, hundreds, per wheel.
Buy secondhand wheels, same sizes, same number of spokes and the same spoke pattern and have them relaced. This is still expensive but less than new. If the spokes, from the old wheels, are still usable you might be able to save a bit more money.
I'm afraid spoked wheels and all their component parts are, very, expensive, whatever you do is going to cost you many £'s.
Keep scouring Egay and see what comes up, I found a new 21" alloy for under £60, but it will still need relacing, etc.
You say the wheels are alloy, how did water corrode them?
