I checked my bike earlier on and noticed the plate was just hanging on so gave it a wiggle and snap the two bolts and part the bolt came off,. Is it safe to ride as I need the bike for work and have no other means of transport?.

A picture would be nice but if you mean the plate with the bolt sticking out the back of the swing arm (one each side) and it has two nuts then do not loosen the wheel nut. It may hold but take it easy and no harsh taking away from the lights. Not recommended but if your stuck out the country they you would ride it home anyway. Get broken part fixed ASAP.

Tah mate, booked in to get it fixed as well as service done. Managed to scrounge a lift for a week not really wanting to risk it not even if there's a biscuit involved.

Once the axle bolt is tightened, they do absolutely nothing, order more and as above do not untighten the wheel/axle until you get the parts.
I expect to get blasted for saying this as I've been wrong before, but those parts are simply there as nobody wants to try aligning a rear wheel by eyesight alone, the hole through the adjuster (part 4) holds it in place with the axle bolt.
In fact by your description it sounds like someone has tightened the rear adjuster nuts whilst the axle bolt was already clamped down. Whistle

It's all biscuit and no 'risk it' as far as I'm concerned.

I am kind of with you on that but they are also a safeguard if the wheel nut comes loose. Yes he has a split pin but i have seen these fail in the past. I always think they are kind of crude and something better could have been used but everything seems to be built on a budget nowadays what is shit.
