When I registered my Chinese bike-in-a-box, DVLA wanted to see:
Certificate of newness.
Euro 3 type approval document.
Customs declaration showing that import duty had been paid on it.
If I hadn't had those, I'd have been stuffed.
Have you looked into getting the Siamoto insured? You may find it tricky and/or expensive. cmpo.co.uk don't list parts and it'll be worth pretty much scrap value when she comes to sell.
Honestly, if money was tight, I'd try and find a way to get shot of it sooner rather than later, ideally for a full refund from the dealer[*]. It'd just be throwing good money after bad.

I believe Siamoto were an Italian company, but they stopped making scooters in 2004, and some of them were never intended (or even legal) for road use.
I would be suspicious that a dealer didn't register it before selling it, especially if your friend made it clear that she wanted to use it on the road, or the dealer suggested that it could be done.
If the process is anything less than smooth and straightforward for her, she may have a case for the scooter not being 'fit for purpose'.
I would be interested to know how the scooter was advertised or presented for sale, and how the fact that it wasn't already registered was accounted for.

Interesting, thanks. I'd never heard of them. "Siamoto Italy" turns up one answers.yahoo question that suggests they shut up shop for good 8 years ago.
So how it can be 3 years old is a mystery. It's either much older or it's some Ching Ping Joyped with a Siamoto badge on it.

Cost is £85, and that's on top of the £55 first registration and £17 VED, plus the hassle of getting it to and from the test - I believe you can ride it there unplated but you'd have to insure on the chassis number and I'd strongly advise it given the likelihood of being tugged. If you can't show evidence of the age - and I can't see how it could be the claimed 3 years old - then you're likely to get a Q plate which will make insurance and resale even harder.
Not what you want to hear but I'd seriously question whether it's worth it.
