Carb problems....HELP!

Took of my carb today to check for a restrictor plate, didnt dismantal. after refitting it I cannot seem to achieve slow running. have followd the procedure for setting the pilot screw and idle screw but it still revs at 5k constantly. needle valve doesnt seem to be stuck, air filter not blocked and plug ok. cables are not stuck and choke seems to be ok.....any ideas? I thought it might be a blocked pilot jet, what do you reckon.

Check the carb for water... Open it up and clean it properly

Doh! it was the choke afterall. Although the cable ran freely the plunger had crap in the tube this was due to a split dust gaiter of all things..simple when you look for detail. thanks hammerlie.
