tl:dr

Man changing out of waterproof trousers in his car and "accidentally" whips his kecks off with them. Is seen in all his glory by a woman who calls the police and he ends up getting charged (public decency presumably).

I particularly like the float company who offered prizes for the best title of the musical version of this tale.
