I don't mean to be insensitive but...

If you don't mention that he's dead just yet, you could fill out the new owner stuff couldn't you, i.e. transfer the bike to you from him on your own.

It might cause an issue if they're competent enough when you do inform them, that he managed to change the owner after he passed away... but are they that competent? Would they actually care?

Did he have health insurance? While we were living and working in Holland I had healthcare from PPP that included repatriation if something were to happen. Might be worth checking to see if he had anything like that.

You're only changing the registered keeper - not the owner so DVLA won't care about estate issues. I see two courses of action, one legal the other not strictly legal:

1) Fill in the new keeper part of the current V5 and send it in. They will send him a letter to which there will be no response then you'll get a new V5 in a few weeks.

2) Fill in the transfer of ownership part of the V5, forge his signature as the seller and back-date it a little. You'll get a new V5 more quickly.

Keeper ≠ owner.

Owner is entirely up to the wrangling over the estate. No can help. Sorry, about that and in general.

Keeper is up to the DVLA. Cut to the chase, they just want someone living to mug and blackmail, they won't give a stuff about whose signature is on the V5C. If you want to become the keeper, I'd just do it, but remember that being the keeper is a liability, not an asset.

I'd just do it as a standard fill in and send offski.

What are they gonna do? "Hi Mr Vincent, we've done some work, amazing right, we've found out this person is deceased"

I'd eat my own scrotum if there was any proof that 'work' happened in the Swazi Swansea office.
