HDD woes - Trying to use a caddy

Right, I have got 2 laptop hard drives here.
And a USB 2.0 to SATA cable.

Plug HDD into cable, plug cable into PC.

Get a bing-bong so say it's connected.
Nothing appears under my computer (Drives)
But I do get this:

How on earth do I access it?
I've checked driver software, PC says it's all up to date.

My other HDD does nothing when I plug it in. Not even a bong noise.

Is it showing up in Control panel, Admin tools, Computer management, Disk Management ?

It doesn't appear to be, no.

When I plug it in, or unplug it, nothing in there changes.

On second thoughts, After running it as admin, It came up (I think) below the internal drives. Labeled Disc 1?
Tried to initialize it, but got this error:

Sounds like either the adaptor or HDD is knackered :/
Can you connect the drive directly to one of the PCs internal SATA ports?

I can, but it wont boot when I turn the PC on. Just a blank screen.
