when my scooter is cold and hasn't warmed up much, pull away is great. but once it warms up. it feels like the belt has expanded a bit and has stretched because it doesn't feel like the belt is picking up very well when its warm.
is this possible or could it be my clutch? Confused

could be your clutch, often when they warm up they slip more.
try adjusting it, to see if you can make it any better.

belt may be worn/stretched.

Fix whatever is cheapest first to see if it goes away or not

yeah, i had a 50cc speedfight x team before my cbr125, and the orginal belt it had woz slacky like hell so i got a new but i found that, to start with it catches and accelerates rapidly but after a while it didn't.

Probably the clutch as a lot of people have trouble with them on speedfights. The belt is probably OK, but if it is fitted wrong it may be slipping or wearing very fast.
