Ways to change axle size.

So say you needed to get a 17mm axled wheel into a swingarm that took a 15mm axle. How would you go about it? More for theory than actual bike application atm.

So far thought of:

1. Bush the 15mm axle with a 17mm OD x 1mm wall tube
2. Replace the 17mm bore bearings with 15mm bore ones, if they can be found with equal outer race diameter.
3. File 2mm off the bottom of the swingarm slot to get clearance.
4. File/grind flats on the axle to fit in swingarm slot.

Any more ideas? Advantage/Disadvantages of methods??

Bearings all day long. Available, in this application it reduces rotational speed of bearings, reduces load.

Shim 1mm spacer for easy life, but you're replacing bearings anyroadup, no?

As said bearings also you will be to drill out or replace the spacer between the bearings
If not and you going up in size modify ie cut /file the swing arm
