This 'Safer Trucks' put so much responsibility on drivers of trucks when the best and cheapest place to start would be prosecuting cyclist who break the rules and ignore the advice in the Highway Code.

I read that the Dutch have adopted a rule for traffic accidents wher the biggest gets the blame.
Difficult to police that with the amount of idiots on the road.

I read that it was primary suspicion similar to Sweeden / Finland where if one of the drivers in an incident has alcohol in their breath sample they are presumed at fault pending investigation

I can see the logic, the lorry driver has had a number of hours training on how to manoeuvre his vehicle on the roads around other road users, however the Duch cyclists are far more disciplined than in the UK and can usually be counted on to act in a rational and predictable manner, they also have better cycling infrastructure as their roads have been developed over a few decades with cyclists and motorised vehicles in mind ours have not - splashing a bit of white paint doesn't really rectify the issue either.

The dutch routinely swing the law one way then the other. I think it changed multiple times while we were there. Basically when we first moved there, if you were in/on a powered vehicle and had a collision with a bicycle for any reason, it was your fault regardless of who actually caused it. Then they had too many people deliberately riding bicycles into cars and busses to make claims (like a lot of those faux "You ran me over" youtube videos) so it went the other way... then it went back just before we left...
