You can get them with a wide base that covers the concrete, but you also need to make sure what you're going into is safe enough. If the surface is concrete, some can be fastened down with bolts. You can go into walls too, as long as the bolts go in deep enough and are covered by the lock, they're pretty safe. It depends how badly the tea-leaves want your bike.

"Postcrete" is bag of pre-mixed cement and aggregate. Tip enough into your container to fill it 3/4 up, start adding water and mix, repeat until it's just short of sloppy, sling your chain / loop in, cover, Strongbow time.
