Spotted pedalling down a hill today. Good luck getting back up again.

Wearing a cycle helmet and the "plate" says "fully road legal". Doesn't look like one of those 1970s "pedal and pop" things that Tef rode back in his 30s.
Is anyone still making them and dafuq would you (presumably) de-engine a moped? ____________________ Biking is 1/20th as dangerous as horse riding.

S'what I suspected, but to be "fully road legal" an EAPC is limited to 250W and that thing didn't look like a featherweight. Why do you need a full scooter fairing on a vehicle that can only do 25kph on the motor?
I must know! Operation eStalk engaged. ____________________ Biking is 1/20th as dangerous as horse riding.
