It's nothing to do with whether or not they need a resistor - LEDs are highly directional, and are utterly useless as indicators and tail lights unless there's some kind of diffusion effect built into the lens that covers them.

If you go for higher-end ones, they are ok because the LEDs are arranged in a variety of angles.
The usual ones you see, a cluster of dome-type LEDs are pretty crap, as said, tey are very directional.
I just got some LED indicator bulbs for the wifes bike which have surface mount LEDs on, they are super-bright. Almost too bright as they're close to overwhelming the orange tint on the indicator lenses and just appearing white.

This is a common complaint of LED brake lights, especially if you've got one of these style bulbs:

As stinkwheel notes, what people behind you are seeing is the difference between a couple of bright LEDs pointing straight back, and a bunch of bright LEDs pointing straight back. It's still an intense source, just slightly bigger. You'll want to swap it for one like this which will actually use the reflector to diffuse the light.
