I've just received a Parking Charge Notice for a car of which I am the registered keeper. The notice alleges that the car was parked for longer than the allowed time limit. The notice further states that It is the drivers responsibility to pay this PCN. If you were not the driver you may pay this PCN or or provide us with the name and current address for service of the driver and pass on this PCN to the driver.

The date of the alleged parking incident was 20/05/16. The PCN issue date was 20/06/16. No ticket was placed on the car at the time of the incident.

I understand that this PCN is in effect a Notice To Keeper, and as such that it should have been issued within 14 days of the incident. Is that correct?

If so, I assume that I'm able to safely appeal this and be confident that they will have to 'stick it where the sun don't shine'?

The PCN was issued by Civil Enforcement Ltd who are a member of the BPA.

Not a good idea any longer - especially when the company who issued the PCN is a member of the BPA. This company does take people to court for this - and they do win at times.

Bad advice. That stance was pretty much done with back in 2013 or so - some high profile cases have happened since including a trip out to the proper courts.
