tl;dr version - what Ste said. However, you must send it to "an electronic address specified by the insurer".
I'd be astonished if anyone has been charged, prosecuted and convicted of this "offence", ever. If you're willing to take the real risk of actually riding a motorcycle, laughing this off shouldn't keep you awake. ____________________ Biking is 1/20th as dangerous as horse riding.

I can't think of any possible reason for your insurer to shop you for it though. ____________________ Biking is 1/20th as dangerous as horse riding.

Not to the very specific extent required by the statute.
However, it's got absolutely nothing to do with the insurer - they're not committing any offence, and have no duty to inform or remind you or to police it.
When there were only paper certificates, there was a sort of point to requiring their return. In the electronic age, with the PNC, MID, recorded calls and identity checks, it's a farcical law and should be treated with the utter contempt that it deserves. ____________________ Biking is 1/20th as dangerous as horse riding.
