Raining today so have not been out on the ZZR but gave it a good clean. Found a spurious device on the back of the speedo. Any idea what it does, I've taken it off now. The speedo never read the correct speed before it was like I was going twice as fast as the speedo, speedo would read 20 and I was actually doing 40.

That's a MPH converter. Use them on grey imports with KPH only clocks to make it read miles and MPH

It probably had KPH clocks and a previous owner swapped them over but kept the converter (probably didn't know what it was).

Is it a 400 import with a 600 engine (frame number would be ZX4........)?

Nope. Frame number is Zx600D00...............etc.

On log book it says ENGINE NUMBER UNKNOWN, maybe that's a bit worrying?

Does it have an engine number? My Japanese import TRX doesn't, just the model code 4NX stamped there instead.
