Kawasaki ER6-F 2009 Exhaust Rattle

Hello all,

I'm having a problem with my exhaust, I've narrowed the problem down to where the exhaust connects to the engine (I have no mechanical knowledge so my terms will all be wrong). You can see in the picture the two places it connects, the left side you can shake and it moves maybe a cm and makes a really bad metal noise, and sounds shocking when riding. I have tried tightening the two bolts but they are well and truly tight (so much so I can't even undo them). But it doesn't actually look like these two bolts hold the pipe in place. Any ideas on how I can fix this?

The other pipe is firmly in place and doesn't make a noise.
