There are good arguments for both ways of getting your license, personally I'd say go for training and do your test then get straight onto a 250. I wouldn't buy the bike until you've actually passed your test and got your license as it will just be sitting in your garage doing nothing and you'll be quite tempted to ride it before you pass your test I expect, and you can't test ride before buying easily.
People do sell bikes in winter; they do sell for less than if sold in the summe, which is a good thing if you're buying a bike.
You can get a bike re restricted but don't know anyone who has done this. Most 125cc bikes will be restricted in the carbs and in the exhaust. The restrictor in the carbs is easy to put in and take out (assuming it comes with the bike which I really wouldn't count on) and the exhaust restrictor is welded in (see the de restriction guide on NSR125.com for photos and more detail) so in theory it would be possible to weld it back in (again assuming it comes with the bike) but they normally get quite damaged when being removed due to the nature of how it is held in place. You could buy a second hand NSR exhaust with the restrictor still in place if you can find one, but there aren't many second hand exhausts about and most will be de restricted or after market race exhausts which are not restricted. So it is possible in theory but would be lots of hassle to get it done.
Would be worth looking at Bike Trader, Ad Trader and keep an eye on eBay for bikes in your area but it's not really worth looking yet as all bikes which are advertised for sale the owners are trying to sell them now not in just under three months time so save your effort until then.
