Anyone ever made a custom tail piece ?

I'm considering making a tail piece because I can't seem to find the one I'm after. I want to make one similar to the one below that I have circled on the BMWR100GS. I was just wondering what is the best material to make a custom tail piece out of. It's a rather simple design but I want it to be robust.

Isn't that thing in the red circle in the supplied photography a pannier?

Could try the good ol' ammo can route. Nazi ammo cans if you're feeling extra cheeky.
