"Jacket for legs". There's already a word for it: Trousers.

The autoplay video (thanks for that) did at least explain the idea. It's actually a decent one.

I often get caught out trying to shove my size tens[*] down a waterproof trouser leg after it's already tipping down and zip on would be a huge improvement for the kind of light showers that do tend to catch us out. Pretty useless in sustained downpours, but there are other solutions for that.

The idea isn't bad, just poor obs from OP. Why so harsh, BCF?

Umm.

Current UK army issue MTP gore-tex trousers have full length zips up the outside of both legs. Delivered to your door for £25.

Got some, on and off in a jiffy. Waist band isn't split so you step into them which is actually quicker than the OPs idea because you don't have to fuck about getting the zip started.

Perhaps you'd better check if this idea has been patented before you start marketing it?
