It's what it does now. In England.

In Scotland poppies are made and sold by the Haig fund.

In Canada it's not associated with any particular charity at all.

In Australia they are sold by the Returned and Services League of Australia.

In New Zealand, also by the Royal New Zealand Returned and Services Association.

They are also distributed in America, Hong Kong, Eire, Ukraine, Pakistan and Albania.

Reminds me of my time at a (Catholic) sixth form, a mate thought it would be good to turn up dressed as father Christmas. Only, he was sent home to change.

The fines are nothing. A points deduction would have made an impact, but I think if the same situation rises again they'll do the same thing (well England & Scotland who didn't semi-buckle to start with).
