True enough, but the House of Lords does not propose and ultimately determine legislation in the UK. All it does is make suggestions as to how proposed legislation can be amended. It can block, but only temporarily.


HoL can propose legislation and has certain powers to determine it, in which respect it is very similar to most upper chambers of a parliament in major democracies. What differs it from them is that it isn't elected.

This, by the way, makes it an excellent litmus test for certain entirely phoney "Hark! No democracy here!" cries. If someone screams it et EU, but doesn't scream it 10x louder at HoL, he's most certainly a fraud.

I think if the elected HoP and the unelected HoL followed the EU example then it would be the Lords who would propose and draft legislation which they'd then ask MPs to vote yay or nay on.

As it stands the Lords can recommend amendments or even reject a bill as it stands, so it has to go back to Parliament. In theory the Lords is a safeguard against party politics. They're still whipped, but perhaps they are more at liberty to ignore since it won't affect their career chances.
