Sure, they send it to the registered keeper's address.

Sally Sadface there hadn't told them of the change of address of the vehicle.

To be a tiny bit fair, V5Cs have a section where you can optionally add your driving license number. Conceivably she'd done so and then hilariously naively assumed that they'd update the associated keeper records when she informed them of a chance of driver address. You know, as though the D and V parts actually talk to each other.

Or even this amazing new invention called a calendar, phones now even have them and you can even set reminders too. Incredible how far technology had progressed.. 20 years ago...

Just did my 2017 calendar. I always make it up using holiday pics and transfer all last years birthdays, anniversaries
MOT dates Insurance dates etc etc across onto the new one. A lot more useful than a smartphone.

The only mistake they made wasn't going the whole hog and getting rid of VED altogether. Stick 3p/l on road fuel and get on with life. People who drive more pay more, foreign visitors pay, people with occasional use vehicles pay as they use, perfect! And you could fire half of the DVLA and remove the pain and misery from having to deal with them.


Sadly it's also impossible to infringe such a system, so no fines.

Which would be fine, if they didn't seem to be able to cause epic ball ache in every exchange.

That said, the online system with direct debit works well enough (although it makes me wonder what the humans do and still leaves the issue of high miles and foreigners ), it's just the new rules about insurance and revoking the tax at sale (which will be Westminster's doing I suspect) that screw anyone who doesn't fit into the norm of one car per adult and trade them in every three years.
