Suspected killer seems untypically old for a gangsta?

Dindu downed, compo now required. Ah, Aamer Anwar again, the bad penny of the Scotch legal-compo culture.

"He wasn't a terrorist, wasn't brandishing a knife at police officers, wasn't carrying a knife when officers attended, nor was he 6ft-plus with superhuman strength."

Also, he wasn't a dragon-octopod with venomous tentacles, although he may very well have believed otherwise since he was off his rocker on Mandy and eat-your-face drugs and had been running around mad with a knife that was found next to him. He also wrecked his own home to the extent that his missus called it in as a burglary.

Totally unresponsive, it took nine coppers, CS and batons to take and keep him down. What, exactly, were they supposed to have done differently? Formed a cordon, warned the townsfolk to stay indoors, and hoped that he climbed a tall building so that the air force could deal with him?
