Friend of mine (genuinely not me Laughing ) was caught doing 39 in a 30 in Devon somewhere and got sent the letter, he has lost the letter so I don't know when it was received or dated but the offence was on Sep 3rd.

He was given a conditional offer of a fine and points and has paid the £100 but has not sent his licence off as he was not in the country. He told them this and they gave him another 7 days... those 7 days ended 5 days ago.

What should he do now?

I reckon that since he's failed to give them his licence he may as well just wait for the court summons and his £100 is as good as gone.

Thoughts?
Is paying the £100 admission of guilt?

Edit: Letters are from the Safety Camera Unit, I assume that's a van but I haven't had a chance to ask him.

He's currently leaving himself open to a charge of failure to produce as well as the speeding offence.

I reckon he should send his licence in ASAP.

Having a really good reason in mind for why this is the earliest date it was practicable for him to do so would also be a good plan because they might go for failing to produce anyway. After all, why wouldn't they?

But I'm no expert.

OR

Tell them that he sent it in and to take it up with the Royal Mail. If it gets legal, go Interpretation Act 1978 S7.

The photocard is just a piece of plastic now anyway, endorsements don't even appear on it. There's no good reason for sending it in, it's all done on Friend Computer.

How did he pay without swending the form back to them which iifc also had to have the licence in

Has he just sent them a random cheque through the post

Not sure, I think he may have paid through an online payment system.
