I can see why someone hosting a website filled with ads (there are lots with no content around now) would make money but I don't with Kodi streams.

The streams in Exodus/Specto etc are taken from website streams, this is why people like openload force you to register with those popups. Other hosters either dont care, or dont know how to stop it.

Can't you just cancel the pop-ups? Seems to work with Torba. I forgot to mention the name's probably a bit of promotion but in terms of advertising dollar?

So it has to be imprisoned, not just caught, cautioned, fined, assets removed etc?

Cancelling it doesn't open the stream, it just skips it and moves to the next stream.

I'm going to order a RPi 3 I think. Fed up using my old repurposed desktop. It's a noisy bastard. Original RPi is crap for Kodi these days.
