Has anyone ever owned a bike that has been imported that was factory fitted with a speed cut out?. I took my honda bros 400 out clean off the cobwebs but completely forgot about that. When I hit 60 the dash light started to flicker indicating im coming close to set speed limitations and shut down at 70.

My YB100 would not go faster than 65mph, that was with me laminated to the tank as well!

That wasn't a speed limiter that was a cc limiter....

The red light is a speed warning light that should come on at a true 55mph which was the speed limit for bikes on the Japanese motorways years back. This red light does not restrict the bike in any way at all.
The rectiction is via a photo optical switch in the speedo. The switches on the red light but later cuts the ignition way above 70 mph. In fact its nearer to 112.5mph.

If your BROS is failing to get above 70mph it needs a service, especially the plugs and specifically the front left plug that is a bitch to remove and the fuel filter. The filter alone can cut the speed down to 70mph.

Why would you need to remove the speed liniter when the bike doesn't go fast enough to hit it?

The bros has always been like that, first happened when I took it down the A47 on the first long distance voyage. Just cut out when I hit 65/70 and kept doing it at speed. I have not taken it out that often , its just part of a collection. The limiter was removed by a garage during service. I dont know about you but my 400 can move and will easily hit well I have been over 100 mph on track. I am modding it at the moment crossing it with parts from another honda 400.

No they didnt. See if they did they red light wouldn't come on. They may have modified the disc on the speedo but as the Bros 400 doesn't go fast enough for the limiter to come into play they probably didn't.

No you haven't been over 100mph. It may indicate that you have but you haven't. In fact you haven't likely been over about 95mph due to only 33bhp if you are lucky and more likely 28bhp and gearing.

If the restrictor was relevent and it had been removed why is the bike back to doing on 70mph, a speed it was never restricted to?

Then again I might be right about the plug and the fuel filter.

It is entirely possible the clocks just went too high, they were a bit faulty tbh. MPH kept dropping to 0 every once in a while then spike and fall. The service was done by my family member who knows his bikes and runs a garage, i originally asked him what it was and to disconnect it, I never heard of it before that point. The speed circuit was taken offline about a week after I brought it, I just forgot about it until I pulled the bros from storage the other day thought I would just ask if anyone else had this, my OP was not very clear.

You can't simply "disconnect" the speed restrictor from a jap home market bike.

It's a mechanically operated optical switch. There's a disc in the back of the speedo which mirrors the movement of the needle. The disc blocks an optical switch. When it hits the maximum speed, there's a cutout in the disc, the optical switch makes contact and cuts the spark to one of the cylinders.

However, the switch constantly supplies a voltage to the CDI, that voltage is cut when you activate the switch. So simply removing the switch would activate the restriction. To remove it entirely, you need to find another way of supplying that voltage (and it's not battery voltage, it's lower, closer to 10v).

So it would be interesting to find out what they did because in my experience, that degree of electronics is beyond the ken of most motorcycle mechanics.

The optical switch looks like this:
