HMRC has a Conditional Exemption Incentive scheme, which allows for inheritance and capital gains tax to be waived if the owner undertakes to make works of art available to the public for viewing.

The thing is, if the artwork is hidden away, you can't ask to see it. So,

There's a lot of bawwwing by owners who neither want to pay tax on the artwork nor want the public to see it.

I remember Mark Thomas doing an expose on this in one of his TV series. Nicholas Soames and a Buffet spring to mind...
