Those are actually far more damaging in the long term and will likely lead to either tree death above the clamp as vascular flow is interrupted and effectively strangled, or stem failure as the incremental stem growth fails to occlude over the constriction resulting in failure at the attachment point. I have seen several cases of this.

Screwing a small diameter threaded eyebolt directly into the stem would be far less damaging as the wound is much smaller and relatively well sealed. I've seen very little significant decay surrounding bolts and screws inside trees when taking them down. It's no longer best practice but an astute tree officer should allow it due to minimal consequences if it's just left there for years.

Alternatively you could secure the banners with webbing straps or similar and adjust at least once a year to account for stem growth.
