It should be pretty obvious if you operate it while running.
Look very closely in case there's some kind of arrow to suggest 'on'

Show us a decent close up picture of the choke, and the carb. Not a stock picture, pictures of your bike.

That thing that can be rotated to "front" and "back" placed "just underneath" the fuel tank?
