Avatar removed???

Just had my Avatar removed as it didn't comply with rules. However, I am not sure what rude I broke. It was the below image? Does this class as an animation?
Am I correct in thinking that It cant be an issue with size as it would fail to upload it if was the wrong dimensions or file size?
