Generally when these things are ignored, the goverment just cross's you off their christmas card list, and you don't ever get to vote in the united kingdom again. no brainer simples really.

Insurance will find out and bum you

Just appeal it, best case you'll pay a smaller fine and get 3 points. Worst case pay the fine, take the points and ride more sensibly in the future.
