A while back, my sister-in-law's PS4 was unplugged while switched on, and went into a loop of showing "PS4 cannot start". I managed to format the hard drive and re-install the system software, and get it back up and running.
Then a couple of weeks ago, S-I-L's friend starts having the same problem, and I sent them a link explaining how to sort it. They tried and failed, and I was asked to have a look (for some monies).
Long story short, I had to format the HDD by plugging it into my PC and reinstall the PS4 software. This worked for about 5 minutes, until I rebooted the PS4 and it went to "PS4 cannot start".
Spare HDD was tried with the same process, and works fine.
And now the original HDD isn't detected in Disk Management, even when plugged directly into the mobo with a Sata cable.
