Nah, even today as long as you can show that you have less than 5kg of black powder, they can't actually touch you. Go over that, and yeah you need a licence.

I was explaining to the GF yesterday about He-Man, and that the only he-man toy I had was 'Thunder-Punch He-Man'. You loaded his backpack with caps and each time he 'punched' a cap went off. It was pretty cool for about five minutes.
