Rear brakes stuck in place

After washing down my old bike so I can take pictures before selling it I left it untouched for about 4 weeks. Next time I tried to use it rear wheel was stuck in place. I asked a motorcycle mechanic and he said it's "common"? (if not used)
I can't even roll it to the shop haha.

I was told by the mechanic to try and move the brakes with a wooden peace and a hammer to get it loose. I can't move it with my hands alone like on my normal bike, but with the hammer I managed to move it in with ease, however as soon as I stepped on the brakes it just went back in place and is stuck.

What should I do to fix this? I know nothing about fixing anything so assume you're talking to a 5 year old. I didn't manage to find any youtube videos on the subject.

Remove wheel spindle and bolt.
undo brake arm and unbolt it from the drum brake.
Remove rear wheel, whack it with a rubber mallet and see if you can remove the brake mechanism from the wheel?

It may be seized, but it may not be seized entirely against the inside of the wheel.

If you have it apart, remove the drum pads and scrub the crap out of the inside.
Then grease the pin inside that pushes against the pads, obviously sparing use of copper grease, you don't want it on the pads/mating surface.

Looking at the gap between the adjusting nut and the arm, I'd say that the spindle is seized. Remove the wheel and brake assembly,remove the spindle, clean and re-grease it.....it's a common problem.
