Regulations on DIY Trailers

As per the title, what are the regulations, if any, on DIY bike trailers? I wouldn't mind a bike trailer so have been looking online to see whats about and all i seem to see if proper fancy trailers New, for 400+ OR these homebrew looking trailers that look like a toddler put it together after designing it with lego.

Not sure where to put this thread but it involves bikes.. kind of.

These rules have been in place in mainland Europe for many years.

What it means to us in the UK is the end of cowboy trailer building. Every part of the manufacturing process and every bought-in part used to assemble a trailer now has to pass stringent quality controls."
