It ties in with the time people went "Oohh I can make a bit of money out of this" ... and thus our blame culture evolved.


If you fall off your bike while stationary and, possibly Shifty , end up breaking a leg, is that an accident or a collision with the ground?

I'm sure that in Scotland irrespective of what it's called a fixed penalty and substantial financial penalty would be deemed appropriate Laughing
