Well... It wasn't his money was it? He's a Labour, so really good at spending other peoples money without
wondering
a. Where it came from?
b. Is it being well spent?
c. Whether the people who did supply it mind it being wasted on him attempting to justify his position and score
points from the opposition.

The tax payer funded it because Boris fucked up, but you'd need to be able to show that. Oh yeah, I forgot, as long as it's someone like Boris it doesn't matter. Keep forgetting that.

I think he was referring to the report, when the 'scandal' was exposed ages ago. AFAIK the whole West Ham deal was to make sure there was an athletics legacy, Tottenham wanted to tear up the track.
