Diversion 600 tachometer diagnostic code?

So first thing on getting my Divvy back up and running - start it. When I try (hotwired still at the moment) the engine turns over but doesn't fire up. There is fuel, the tap is on, but the tachometer is alternating between 0 and 2000rpm which I assume is a fault diagnostic code of some sort.

Neither the workshop manual or the Haynes manual are giving me an answer and Google isn't helping either. Any suggestions?

Throttle position sensor?

The interwebs seem to agree that's 3k rather than 2k. I found a possible reference to the side stand switch though - will get my multimeter out when it dries up (have tomwork outside).
