I don't think he wants anything too old (i.e. hassle) so I'll just say "no."

No... it's one of those "cake and eat" things. Tough titty is the accepted answer (thanx BTW.)
With regards to ebike insurance it's about the same difficulty level as building and insuring any custom motor vehicle i.e. Q-plate territory
